Frederick P. Brooks Jr. (1931โ2022) was an American computer scientist best known for managing the development of IBM's System/360 and for writing The Mythical Man-Month (1975) and No Silver Bullet โ Essence and Accident in Software Engineering (1986). He spent most of his academic career at the University of North Carolina at Chapel Hill and received the Turing Award in 1999.
Brooks is the source of several software engineering aphorisms that refuse to age:
- Brooks's Law: "Adding manpower to a late software project makes it later." From The Mythical Man-Month. The communication overhead of new team members outweighs their contribution until they're up to speed, which they usually aren't before the deadline slips again.
- The 5/6 rule: Only about one-sixth of a software task is coding. The rest is specification, design, testing, integration, and the administrative overhead of working with other humans.
- No silver bullet: See no-silver-bullet. No single technology or management technique will produce a 10x productivity gain within a decade.
- The second-system effect: The system a designer builds after their first one tends to be overdesigned, bloated, and late, because they finally get to use all the ideas they had to cut from the first.
Brooks' framing of software difficulty as essential (inherent to the conceptual construct) vs accidental (incidental to the tools and representation) is the most-cited concept from No Silver Bullet and the analytical frame james-bennett applies to LLM coding in no-silver-bullet-llms.
The essays have aged remarkably well. Tools have improved enormously โ Brooks would not have predicted Git, GC, or cloud deployment โ but the essential difficulties he identified (specification, design, testing of the conceptual construct) remain basically untouched. This is part of why his arguments keep getting dusted off every time a new technology is claimed to be the silver bullet.
