Valve released CAD files for the new Steam Controller and its Puck shortly after the hardware started shipping. The files cover the external shell ("surface topology") of each device — .STP and .STL formats plus an engineering diagram. The diagrams mark zones that must remain uncovered for RF and other functional reasons, so accessory designers know where they cannot place material without breaking the device.
The intended audience is modders making skins, charging stands, grip extenders, smartphone mounts. Valve has done this before — Steam Deck, Valve Index VR, and the original Steam Controller a decade ago — so the release is welcomed but not unexpected.

CC BY-NC-SA 4.0: attribution required, non-commercial use only, derivative works must share alike. Commercial entities making accessories for sale are directed to contact Valve directly to discuss terms.

The non-commercial clause is not the open-hardware default (which is typically CC BY-SA 4.0 or the CERN OHL family) and is a deliberate choice to keep the commercial accessory market negotiated bilaterally rather than open by license.
